The Question About Rotom

There's a question I've heard a lot about Rotom-is it a legendary? Because it's registered as one in the Pokemon Ultimate Handbook, but some Trainers have it.  I want to clear this up.  The answer is a big fat NO, because it can breed.  But even though Manaphy van breed, (it makes Phione,) Phione can never become Manaphy without cheats.  So to clear things up, Rotom is NOT a legendary.  Good day.
